Cute but tight

I love the look of these scallop leggings. I got a small the first time (I usually wear small) and they felt too tight so I exchanged for a medium, but they feel like they are just as tight. I am 5’6” 125 lbs. so I wouldn’t think to get a large. I’m sure they are supposed to be tight for tummy control though.
